Cecotto recently announced his racing career was over due to lack of state support and sponsorship from his homeland of Venezuela.
The 26-year-old has kept his seat at Trident – the team which helped him to fifth place in the Drivers’ Championship last season.
“Even though the Formula One dream is over, I still have people who rate me as a driver and who are giving me the chance to race at Sochi,” Cecotto tweeted.
Frenchman Nathanaël Berthon is returning to Lazarus after missing Monza due to a clash with commitments in the European Le Mans Series.
